Arthur Stein, is a Certified Financial Planner® with more than 29 years of experience in investment management and financial planning. He helps clients establish and achieve their financial goals. Arthur and the firm limit the number of clients served, to provide the highest quality of personal service.

Before launching his career in financial planning, Arthur operated the foreign aid program for the Government of Botswana and served as the first full-time staff economist for the Ways and Means Committee of the US House of Representatives. He also taught at Murdoch University, in Australia, and ran his own business. He earned a bachelors degree in economics at Tulane University and a master's degree in International Economics at Johns Hopkins University School of Advanced International Studies.

Advising the Washington, DC Metro Area

Arthur's clients are concentrated in the Washington, DC area, including Bethesda, Potomac, DC and Northern Virginia. However, now that Zoom and other technologies makes it easy to work with clients anywhere in the U.S., he now serves clients in California, Delaware, Florida, New Jersey, Oregon and Texas. The firm welcomes inquiries from any where in the U.S. or abroad.

Family Life

When Arthur’s not in the office creating financial blueprints, he leads an active lifestyle with his family. He enjoys spending time with his wife, children and adorable granddaughters. He is also passionate about Pickleball, photography, plays and movies. An avid traveler, he's always ready for a new adventure.

Tanya Rapacz CFP®

As Senior Financial Advisor, Tanya Rapacz concentrates on financial and retirement planning for the firm. Tanya has been a Certified Financial Planner™ since 2000. Prior to joining Arthur Stein Financial, she was a partner in a wealth management firm that served high net worth couples, families and women. She has been quoted in Morningstar Advisor, Financial Planning and Financial Advisor. Tanya also works as a financial counselor to the military community.   

She is currently a member of the FPA of Maryland and the Exit Planning Exchange of Maryland. Tanya also provides consulting to other financial advisors in the areas of conflict resolution, succession planning and mergers.   

Tanya earned a B.A. with honors from Wellesley College.  She received certificates from the Program on Negotiation at Harvard Law School in Negotiation and Dispute Resolution and Mediation and Conflict Management. 

Tanya lives with her husband and two children in Maryland.  On weekends, they enjoy hiking and biking.

Paul Cusumano is the firm’s Portfolio Manager and Investment Analyst.
 
Paul holds the Chartered Financial Analyst® designation (CFA®). Earning the CFA® charter is a highly selective process. Fewer than one in five candidates become a CFA charterholder. It takes an average of 1,000+ hours of rigorous study, along with four years of professional experience and successful completion of the CFA® Program exam, to earn the distinction of being called a Chartered Financial Analyst®. All CFA charterholders are required to annually attest to their compliance with the CFA Institute Code of Ethics and Standards of Professional Conduct.
 
Prior to joining Arthur Stein Financial he worked for four years at Morgan Stanley and four years at Point72 Asset Management.
 
Paul earned a B.S. in Finance from the University of Maryland and was named to the University’s top 30 under 30 professionals in 2019.
 
Outside of the office, Paul enjoys sports, American history, fishing, traveling, and playing the guitar.

Stephanie Platt

Financial Services Outsourcing Solutions (FSOS) handles administrative support for ASF and other Registered Investment Advisors. That includes establishing accounts, managing transfers, client account administration, client database setup and management, reporting and custodian interface. Currently, the firm employs five people.

FSOS was established in 2007 by Stephanie Platt, who began her career in Financial Services in 1992 with Prudential Insurance. She subsequently worked at Dean Witter Reynolds, two other broker dealers, other RIAs, and an insurance company. She has obtained the Series 6 and 7 and life Insurance licenses.

Stephanie is an Ohio native and continues to live in NE Ohio with her husband David. They have three children, Kaelyn (33), Haleigh(23) and Gabriel(18). She enjoys camping with her family, quilting and embroidery, and reading.

Franki Brown of Xion Consulting, LLC serves as Chief Compliance Officer for ASF. Franki founded Xion in 2017 after 30 years of compliance work with investment advisers. Xion provides compliance consulting services and Chief Compliance Officer services to registered investment advisors and various types of investment funds. Xion is highly skilled in the standards and rules that are applicable to firms such as ASF.

Franki previously spent thirty years working in the capacity of Compliance Analyst, Compliance Officer and Chief Compliance Officer at major private equity, hedge funds and real estate advisory firms in the Midtown, New York City area. Franki has previously managed a compliance program for a $10B private equity fund advisor located on Park Avenue in New York City

Franki resides in the Northern New Jersey area with her husband and her son. She enjoys traveling and movie nights with her family.
